I wonder if it still occurs, and if it is possible to get a world that this issue reproduces on? I could not reproduce with worlds created in earlier versions using the seeds given and random seeds. Perhaps this is an issue that happened with one specific version that broke these worlds. (Which I was not able to pinpoint today.)

We could not reproduce the issue trying on a new flat world, a new world with normal generation, a world that is older and heavier. perhaps this is a low repro one. Also tried preview and retail.

I was confused for a bit about this bug, but now I think I get it. How many resource/behavior packs do you use on a world to reproduce this? Does this matter what kind of packs are these, what packs are these exactly, or is this with any pack?

Changing platform to multiple since this was reproduced on win10.
According to ADO (1238836) the paperdoll is not managed by this setting and is not supposed to be.
As for:
Character is animated when entering any of the tabs or categories despite the "Screen Animations" setting being turned off.
This has been flagged as design, since screen animations setting does not manage persona animating - it manages menu screens sliding in and out.
